Api to provision Phone numbers for sub accounts

We need the ability to buy a phone number for a newly created sub-account via an api call. Currently we can create a subaccount, attach pricing tiers, and create agents via api. Being able to provision a phone number is the only thing preventing us from fully automating the account creation and setup.
